Nigeria’s Land Titling Initiative to Unlock N300bn Dormant Assets

Nigeria’s ambitious land titling and digitization programme, designed to unlock over N300 billion in dormant land assets, is drawing international attention at the 2025 World Bank Land Conference in Washington, D.C.
The high-profile event, running from May 5–8, brings together policymakers, development experts, and global leaders to address pressing challenges surrounding land tenure, governance, and climate adaptation.
Led by Housing and Urban Development Minister Ahmed Dangiwa, Nigeria is showcasing its transformative National Land Titling, Registration, and Documentation Programme. This groundbreaking initiative aims to modernize land governance by digitizing land records—reducing transaction costs, securing land tenure, and empowering citizens, especially in rural and underserved areas.
“The Renewed Hope Agenda is more than just a policy framework; it’s a roadmap to a future where every Nigerian has access to secure land titles, empowering them to leverage land for economic growth and sustainability,” Dangiwa said in his address ahead of the conference.
By streamlining land documentation and improving access to land information, the initiative seeks to resolve long-standing disputes, promote fair land distribution, and accelerate economic activity, particularly in agriculture and real estate.
Minister Dangiwa is expected to speak at a global panel titled “Global Land Governance and Tenure: A Call to Action”, where he will highlight how Nigeria’s digital land reform model is central to its broader economic and climate resilience strategy. The panel offers a platform for cross-country learning and the sharing of innovative land governance practices.
This year’s conference theme, “Securing Land Tenure and Access for Climate Action: From Awareness to Action”, aligns closely with Nigeria’s vision to use land reforms as a key driver of sustainable development.
With over 1,000 delegates in attendance, Nigeria’s delegation is also holding bilateral meetings to attract international support and build strategic partnerships for implementation.
Nigeria’s participation at the conference underscores its commitment to solving deep-rooted land administration challenges through digital transformation and global collaboration.
By placing land reform at the heart of national development, Nigeria is positioning itself as a rising leader in land governance innovation on the global stage.
