Livestock ministry begins nationwide baseline study

The Federal Ministry of Livestock Development has commenced a nationwide baseline study aimed at establishing a reliable, evidence-based foundation for monitoring and evaluating activities across Nigeria’s livestock sector.

The study, which covers 67 result indicators, is expected to assess the current state of the sector, support policy formulation, improve planning, and guide investment decisions. The ministry said the initiative is part of its commitment to transparency, accountability, and result-driven governance.

Fieldwork for the exercise was carried out between April 20 and 24, 2026, through a mixed-methods approach involving secondary data review, Focus Group Discussions (FGDs), and Key Informant Interviews (KIIs) to gather both quantitative and qualitative data.

According to the ministry, the study adopts a value chain approach to ensure comprehensive coverage of the livestock industry.

Areas covered include cattle production for beef and dairy, poultry, sheep and goats, piggery, micro livestock, feed and fodder systems, as well as veterinary services, logistics, and market infrastructure.

 

To ensure inclusiveness and fair representation, field activities were conducted across six states reflecting Nigeria’s geographical and production diversity.

Participants included producers, pastoralists, ranch operators, processors, traders, marketers, input suppliers, service providers, and government regulatory agencies.

The ministry noted that focus group discussions provided insights into production challenges, market trends, and major performance factors, while interviews with government officials, technical experts, and private sector stakeholders offered institutional perspectives on the sector.

In a statement issued by the Deputy Director of Information and Public Relations at the ministry, Henrietta Okokon, the ministry said findings from the baseline study would be released in the coming weeks.

The report is expected to serve as a benchmark for measuring progress, improving coordination within the livestock sector, and supporting food security, economic diversification, and sustainable livelihoods in Nigeria.
