In a move to enhance climate resilience, three communes in Togo—Kloto 1, Golfe 1, and Golfe 7—have introduced an innovative parametric insurance project aimed at protecting local communities from the devastating effects of flooding.
This new insurance mechanism, developed in collaboration with AXA Climate, SUNU Assurances Togo, and ARC Ltd., is designed to provide rapid financial compensation when extreme rainfall exceeds a specified threshold, enabling swift response and mitigation efforts.
The project, which was coordinated with the Direction Nationale des Assurances du Togo and the Agence Nationale de la Protection Civile (ANPC), focuses on utilizing 10 advanced weather stations across the communes.
These stations will monitor rainfall levels, triggering compensation payouts of up to 50 million CFA francs when rainfall thresholds are reached within a single day.

The funds will be allocated for urgent flood response measures, such as water pumping and emergency relief for affected residents.
“Flooding has already caused significant damage in our communities,” said Winny Dogbatse, Mayor of Kloto 1. “This insurance gives us the resources to act quickly and protect the most vulnerable populations when disaster strikes.”
The partnership is supported by a blend of funding sources, including contributions from the InsuResilience Solutions Fund (ISF) and a premium subsidy from Humanity Insured.
To ensure affordability, the three participating municipalities each contribute up to 20% of the annual premium costs.
Eliot Pernet, project manager at AXA Climate, highlighted the significance of the initiative.
“This insurance demonstrates the potential of parametric solutions in helping communities better prepare for climate risks,” he said.
