Nigeria moves to reform agricultural laws to boost food security

The Nigerian government has launched a review of the country’s agricultural laws to strengthen the sector, improve food and nutrition security, and address challenges such as climate change, insecurity, and high input costs.

Senator Aliyu Abdullahi, Minister of State for Agriculture and Food Security, announced the initiative Monday at a stakeholders’ workshop in Abuja focused on reforming Nigeria’s agricultural legal framework.

He explained that many existing laws were outdated and needed modernization to support the sector’s shift towards modern farming techniques, crop diversification, and adaptation to evolving environmental conditions.

The reform aims to enhance agricultural productivity by improving policies, increasing financial support, expanding access to training and technology for smallholder farmers, and promoting gender equality in the sector.

A key priority is the review of the Nigerian Co-operative Societies Act, part of President Bola Tinubu’s Cooperative Revamp and Reform Initiative, which is expected to be among the administration’s legacy achievements.

Dr. Marcus Ogunbiyi, Permanent Secretary of the Ministry of Agriculture, emphasized the importance of a strong legal framework for a vibrant agricultural economy.

Isimbabi Garba, Director of Legal Services in the ministry, stressed that updating agricultural laws is essential for Nigeria’s economic growth, sustainable development, and food security, especially under the government’s Renewed Hope Agenda.

The reforms seek to create a resilient agricultural sector capable of attracting investment, supporting small-scale farmers, and meeting the needs of Nigeria’s growing population.
