Finance, Agriculture ministries move to reform agricultural insurance, cooperatives

The Federal Ministry of Finance and the Federal Ministry of Agriculture and Food Security have begun discussions to advance reforms in agricultural insurance and cooperative systems aimed at strengthening Nigeria’s food security and economic stability.

The meeting, held in Abuja, brought together the
Minister of State for Finance, Doris Uzoka-Anite, and the Minister of State for Agriculture, Aliyu Sabi Abdullahi.

Talks centered on the reform and recapitalization of the Nigerian Agricultural Insurance Corporation (NAIC) and the implementation of the Renewed Hope Cooperative Reform Programme.

Uzoka-Anite said agricultural insurance remains essential in reducing production risks, particularly for smallholder farmers who drive much of Nigeria’s food supply.

She noted that strengthening NAIC within the framework of the Nigerian Insurance Industry Reform Act would improve the corporation’s resilience and financial sustainability.

According to the finance ministry, agricultural risk mitigation should be viewed not only as sectoral reform but also as a broader economic stabilizer with measurable impact on gross domestic product.

The ministry signaled readiness to review detailed proposals to enable coordinated fiscal and regulatory support.

The ministers said the reforms reflect the government’s commitment to repositioning agriculture as a resilient, market-oriented sector capable of enhancing food security and promoting inclusive economic growth.
