COP30 presidency text outlines options on fossil-fuel transition, climate finance

The COP30 Presidency has released its long-awaited consultation text as negotiations enter their second week, placing the spotlight on two of the summit’s most contentious issues: closing the ambition gap in national climate pledges (NDCs) and unlocking adequate climate finance.

The release comes as support for a global roadmap to transition away from fossil fuels has risen to 62 countries within a week, according to 350.org.

Climate campaigners say the text provides the first clear opening for a high-ambition outcome.

Andreas Sieber of 350.org noted that the document presents a “visible pathway” to close the decarbonisation gap through a potential fossil-fuel phase-out roadmap paired with a robust finance package, though both remain in draft form.

He said the challenge now is whether Brazil will use these pillars to secure a strong deal or allow negotiations to weaken under pressure.

The text presents multiple options for an international roadmap to accelerate the transition from fossil fuels, including mandating future COP Presidencies to develop the plan, convene a coalition of climate ministers and publish the roadmap before COP31.

It also includes a “no-action” alternative that would postpone decisions until the next global stocktake.

On climate finance, the document acknowledges widening gaps and emphasises the need for developed countries to lead.

Proposed measures include a three-year Belém work programme on Article 9.1 implementation, tripling adaptation finance and establishing fair burden-sharing arrangements.

The text outlines several possible outcome vehicles—from a Mutirão decision to a global response plan—allowing different elements of the package to be distributed across multiple agreements.

Fanny Petitbon of 350.org welcomed the call for prioritising public, grant-based finance for vulnerable countries but criticised the lack of urgency in simplifying direct access to funds for frontline and Indigenous communities.
