Nigeria’s National Council on Climate Change Secretariat (NCCCS) has expressed confidence that the country will submit its third Nationally Determined Contributions (NDC 3.0) under the Paris Agreement before the COP30 climate summit in Brazil in November 2025.

Halima Bawa-Bwari, Director at the NCCCS, acknowledged Nigeria missed the initial February 10, 2025 deadline set by the UN Framework Convention on Climate Change (UNFCCC) but emphasized ongoing efforts to meet the extended deadline.

Speaking at a stakeholder workshop in Lagos on May 27, 2025, she highlighted the importance of revising the previous NDC 2.0 due to new policies, programmes, and climate scenarios that have emerged since 2021.

The week-long workshop aims to ensure inclusive participation from Nigeria’s diverse regions, with recent sessions focused on the southern geo-political zone following similar engagements in the north.

Bawa-Bwari said the process has seen strong engagement from states and government agencies, generating critical data to support a robust and implementable NDC 3.0.

Despite the initial delay, Bawa-Bwari expressed optimism, citing competent consultants and dedicated stakeholders working to compile accurate data and projections for submission.

“We will do everything humanly possible to beat the deadline,” she said.

A top Bayelsa State government official, Wakedei Davidson Ere, commended the NCCCS workshop for addressing gaps in Nigeria’s climate data reporting and stressed the need for quality, evidence-based information in line with the Paris Agreement’s enhanced transparency framework.

Ere affirmed the likelihood of meeting the June submission deadline, noting regional efforts to prioritize timely reporting.

A Cross Rivers State official, Enene Sebastine Alo, also affirmed the workshop’s success and committed to mobilizing her state’s agencies to gather and verify necessary data for submission.

The workshop continues with participation from ministries, mepartments, agencies, academia, and UNDP representatives as Nigeria pushes to finalize its NDC 3.0 ahead of key global climate talks.
