G20 leaders have endorsed a Voluntary Infrastructure Investment Action Plan aimed at accelerating the rollout of clean-cooking solutions, according to the 2025 G20 Summit Declaration.
The declaration notes that member states will work to create supportive policy environments—and introduce reforms where necessary—to expand access to affordable clean-cooking technologies, infrastructure and fuels, including LPG.
The plan also encourages investment in decentralised and inclusive energy systems, grid expansion and enabling regulatory frameworks.
Leaders emphasized that coordinated, multi-stakeholder action is essential to advance universal energy security, improve access and affordability, and support just energy transitions across Africa.
The summit also welcomed the Mission 300 platform, led by the World Bank Group and the African Development Bank, which aims to connect 300 million Africans to electricity by 2030.
Other global initiatives promoting zero- and low-emission technologies for wider energy access were also acknowledged.
Reacting to the announcement, James Rockall, Managing Director and CEO of the World Liquid Gas Association, described the G20 endorsement as a historic step toward expanding clean-cooking access across Africa and the Global South.
He stressed that rapid progress is critical, with nearly 2.5 billion people—four in five of them in Africa—still relying on harmful biomass for cooking. Rockall urged G20 governments to ensure their policy and investment plans reflect LPG’s role in advancing universal energy access, affordability and a just energy transition.
