Advancing Public Health in Nigeria: Experts Propose Strategies for Tobacco Harm Reduction

By Grace Samuel

In a recent Tobacco Harm Reduction (THR) event in Lagos, Professor
Nnanyelugo Ike-Muonso, a distinguished expert in public health,
emphasized the imperative for the Federal Government of Nigeria to
prioritize public health. His recommendations centered around the
adoption of THR alternatives, comprehensive public education, and
ensuring the accessibility and affordability of harm-reduction
products.

Professor Ike-Muonso outlined an eight-point roadmap for immediate
action to successfully implement THR policies in Nigeria. This
includes the early development of a tailored THR Policy Framework
aligned with global best practices. To disseminate the advantages of
THR, he stressed the need for broad public awareness efforts targeting
the public, medical professionals, and decision-makers.

To combat misinformation on THR policies, Professor Ike-Muonso urged
collaboration between Nigerian health authorities and the media. He
also emphasized the importance of enhancing healthcare workers’
understanding of THR regulations through targeted training courses and
public awareness campaigns.

Key steps proposed for effective THR implementation in Nigeria include
the creation of regulations and the reduction of excise taxes on
risk-reduction products. This strategy aims to ensure the
affordability of these alternatives compared to traditional
cigarettes, making them accessible to a broader demographic.

Furthermore, Professor Ike-Muonso called for the promotion of THR
research and development to encourage innovations in less hazardous
substitutes. Collaboration with nations and international
organizations successfully implementing THR policies was also
recommended. To assess policy efficacy, he proposed the establishment
of reliable monitoring and assessment systems.

The public health expert highlighted the success of Europe in reducing
rates of lung cancer and cardiovascular disease by embracing safer
alternatives to cigarettes. He emphasized that Nigeria is at a crucial
moment and urged immediate action towards a smoke-free future.

Professor Ike-Muonso stated, “The time to take action is now, and we
are prepared to support and collaborate with the government in this
important journey towards a Nigeria free from smoking.” He emphasized
that embracing THR could lead to a healthier future, saving lives,
reducing healthcare burdens, and creating a healthier environment for
future generations.

Citing research indicating the potential for significantly less harm
in alternative products, the article suggests that THR could not only
decrease healthcare costs but also substantially improve public health
outcomes. Drawing inspiration from Sweden’s success, Mr. Teslim
Shitta-Bey, the Managing Director of Proshare, emphasized the need for
practical action, collaboration, and innovation in Nigeria’s pursuit
of a smoke-free future through THR.
